Wallingford town council is taking action to cut vandalism at the pavilion in the town's Bullcroft park.
The wooden building, used by football teams and the bowls club, has been badly damaged by vandals climbing on the roof and ripping up tiles.
The town council says the damage must stop and is paying up to £2,000 for an architect to draw plans for improvements.
Town clerk Andrew Rogers said the flat roofs on sections of the pavilion must go as they attract people to climb on to the roof. He said metal tiles on a pitched roof were being consid- ered.
Improvements to the Bullcroft and the Regal Centre are high priorities on the council's wish list.
Improvements will also be made to the Recreation Rooms, in the Bullcroft, which house the Citizens Advice Bureau, bellringers and playgroup. The groups using the rooms will move to the Regal Centre while work is completed.
Mr Rogers hoped work would start on the pavilion as soon as possible. He said: "We receive frequent complaints from the bowls club about vandalism."
