Thirty-five years ago, I was invited to present a leather-bound copy of the works of William Shakespeare to the outstanding academic of a school in Russia.

Having achieved distinction in his chosen subjects, I asked him what career he was going to pursue on leaving school.

I will never forget his reply: "I shall observe my fellow man to ensure he becomes a better Soviet citizen."

In short, he was joining the KGB which was, at that time, ruthless in rounding up Christians (through informants) and responsible for them being beaten, imprisoned and forced to close churches and their private prayer meetings. Big Brother was watching.

Almost by stealth, I see that Big Brother watching system being installed in this country, a casual glimpse in your paper (Oxford Mail, March 16) being a clear guide.

In your article on the blitz on fine defaulters, the 'Head of Enforcement' said: "We will be talking to neighbours, gathering intelligence, checking our information and updating our systems."

Another article concerning benefit cheats states: "To report someone who is defrauding the benefits system, call the confidential fraud hotline on . . ." Could it be that my Soviet Union friend has graduated and come to Oxford? Ken Stallard (Dr), West Hanney, Wantage
