Leaving aside Mr Mitchell’s uncalled for swipe at the current Government (finances aside, his party will decimate public services if they come to power), he has obviously conveniently forgotten that Every Child Matters, the cornerstone of children, young people and education services in the UK, otherwise he would not be considering cutting youth services.

Youth Services, both statutory and voluntary, provide services for all children and young people, including the vulnerable, and should benefit from the £75m reinvestment in front line services he talks about.
