Muslim families in the town are being urged to become foster carers.
Oxfordshire County Council's family placement team is searching for families of Pakistani, Bangladeshi, Iraqi, Iranian or Afghan heritage who speak Sorani, Urdu, Dari or Pashto to offer children who speak those languages safe and caring homes.
Cabinet member for children, young people and families Louise Chapman said it was difficult to find appropriate homes for Muslim children in care and some were placed in non-Muslim households that were not religiously or culturally familiar to them.
