The majority of cyclists in Oxford break the law and put themselves in danger constantly.

They need to be taught to have responsibility for their actions. I'd propose that all cyclists have to pass a test and get a license, just like motorists.

They'd also be required to pay a small amount of road tax and have subsidised insurance too.

This money would, in turn, go towards providing newly bought bikes with fixed lights as a legal requirement, as well as providing them with helmets and hi-vi jackets, and helping to pay for cycle path improvements.

Sure, it sounds draconian, but it would serve to promote awareness and responsibility.

If you pay for something and get something in return, it gives it value. If your needs are pandered to then you expect everyone to fall in around you.

And the majority of cyclists in Oxford are sorely in need of educating in how to ride properly – for their own sake.

I don't want to be responsible for hitting someone who has jumped off the pavement into my path because someone was in his way.

But more than that, I don't want to see someone die because of their ignorance.
