Two out of five pubs were caught selling alcohol to underage drinkers during a test-purchase operation in Headington, Oxford.
The Chequers, in Beaumont Road, and The White Horse in London Road were caught on Thursday selling alcohol to 14-year-old and 15-year-old children working for the police.
In both cases, the member of staff who sold the alcohol was given an on-the-spot, £80 fine and the manager was spoken to about the issue of selling to under-age people.
Tony Cope, licensing co-ordinator for Oxfordshire, said it was unlikely any further action would be taken.
