Liberal Democrat councillors naively complain (Oxford Mail, September 17) that the Tory-controlled county council has failed to spend a large grant from the Government, despite the existence of many deserving projects on which it could have been spent.
The Tories, meanwhile, insist that it will be spent in next year's budget.
Put another way, the Tories are holding it back as a slush fund to sweeten the electorate at next year's county council elections. Well, surprise, surprise!
