"Motorists were being forced to turn around on the slip road off the A40 at Marsh Lane and re-join the dual carriageway.
"It's devastating to hear that a young man has lost his life and my thoughts go out to his family and friends."

Oxford Labour councillor Susanna Pressel also voiced her condolences.
She said: "It’s very sad to hear about the death of this young man. My heart goes out to his family and friends at this awful time.”
In December Mr Knipe-Gibbs spoke to the Oxford Mail while on a protest march and voiced his concerns about Islamic extremism and antisemitism.

“I’m here to stand with the Jewish community and British community, but all communities really,” he said at a December rally, following the October Manchester synagogue attack during which three people were killed.
He added: “I want to form social cohesion, and it’s a peaceful protest. We’re not a discriminatory group, and we don’t hold animosity to any group.
“I think certain groups are oppressing other groups, and I was talking to my friend at the synagogue at the Shabbat meal, and he lost a friend at the attack in Manchester.
“There is a problem with Islamic extremism, and it is posing a threat and showing intimidation to the Jewish community, and it needs to be resolved.”
