Kittens were left abandoned in an Oxford park underneath a tree.
Four kittens were found by a walker on Friday morning, April 24 at Dunstan Park in Northway sat on a puppy pad.
Two of the kittens were eight to 10 weeks old and were both cuddled up on the puppy pad, "terrified" but did not try to run away, rescue charity Oxfordshire Animal Sanctuary said.
Searches were carried out "high and low" for the remaining to kittens, but to no avail.
"We believe these kittens have been dumped," the charity said in a statement.
"Whilst we don't know the reasons, our main concern is to find the other two kittens and to find out whether mum was with them and whether she is also ok.
"If you recognise these kittens and know their previous owner, please ask them to contact us.
"No judgment will be passed, but if they still have mum, then we need to get her neutered to prevent this from happening again.
"Please, if you are close to the area and find two kittens, please get in touch with us so that we can reunite them and get them to safety.
