A design problem is the reason why the Undercroft car park in Mill Street, Wantage, has yet to be opened, according to district councillor Jenny Hannaby.
After investigating the delay, she told Wantage Town Council,: "Water is coming in in some areas down there, which is causing some damage.
"The Vale of White Horse District Council is waiting for it to be resolved before it takes over the car park."
The underground pay and display car park will be run by the district council and will provide additional spaces for town centre and Limborough Road site shoppers.
