Councillor Nigel Chapman, cabinet member for citizen focused services and council companies, said: "Oxford City Council, and its partner ODS, is responsible for the removal of graffiti from council properties and designated public areas such as parks and cemeteries.
"Where possible we will remove offensive graffiti on areas that we are responsible for within one working day, and we will continue to remove other graffiti in the public realm as part of a continuing programme.
“We will remove this graffiti at Tumbling Bay as soon as possible.
"We encourage people to report graffiti through the Fix My Street website (www.fixmystreet.com) so that we can arrange for its removal."
Tumbling Bay is a Victorian swimming pool on a branch of the Thames behind Botley Park.
It has been in use since 1853, and generations of local children learned to swim there.
Officially closed in the 1990s, it continues to be used informally by many local people.
Thames Valley Police said it has not received any reports of the pictured graffiti in the last month.
