The apartment would be a two-bed home measuring 117 square metres in size and would be social or affordable housing.
According to the planning application, the retail space is currently vacant.
The plans also include three proposed cycle spaces.
The application has been submitted to Oxford City Council by an applicant listed as Mr O McGovern.
It was received on July 27 but no determination date has yet been set.
A decision will be made on the application by the council's planning committee in due course.
