Developers have applied for planning permission to complete a 800-home estate in Carterton.

Bloor Homes has applied to West Oxfordshire District Council to build 99 homes, including 35 affordable homes with garages and roads at Brize Meadow.

This will be the final phase of the development which will include a range of community facilities such as a primary school and local shops with access to regular bus services.

The proposed site is surrounded by existing housing to the north, RAF buildings to the east and housing under construction or proposed housing to the south and west.

Bloor Homes was given outline planning application for up to 700 new homes, a local centre, primary school and employment space in 2014.

It has has now developed 350 units and the Local Centre is under construction.

A new boulevard, which is partly constructed and connects to Monahan Way, will be extended and provide a movement corridor across the whole site, connecting to wider routes to Brize Norton and Carterton.

Planning documents state: "Bloor Homes are proud of the development that they have delivered at Brize Meadow.

"Approximately 350 homes have now been delivered, creating a distinctive and attractive new neighbourhood that has been well received by the community.

"The development has made efficient use of land in the delivery of the 700 homes set out in the Outline Planning Application, providing an opportunity to develop an additional 99 additional homes.

"While this application has to be considered on its own merits, it will form an important part of the Brize Meadow development and will deliver a key section of the Boulevard Street.

"The site has the potential to deliver additional housing that integrates seamlessly with the previous phases of the Brize Meadow development site."

The development of the site has been discussed and developed in liaison with officers from West Oxfordshire District Council.

A planning statement concludes that the proposal is in line with the outline planning permission and meets the housing and design-led policies of the Local Plan.

"This allows efficient use of land within Brize Norton, which is adjacent to the second largest town within the district [Carterton]," it states.

"The site is also readily available and deliverable, given that construction of the wider extant planning permission is underway. 

"It is recommended that the full planning application is supported and planning permission is granted subject to the completion of a Section 106 planning obligation."
