Oxford is a dirty city. How can this be changed?
1. Every house owner, renter, student renter, shop and business should be responsible for the front of their 'property', including the pavement and the road.
2. This would apply wherever the rubbish comes from.
3. Offenders would be fined!
If we are serious about litter, bylaws might need to be passed. Anything else is just a waste of time and pussy-footing.
This is an old and well-tried solution.
