DEVELOPERS hoping to build 1,000 homes and a school at the former US Air Force base at Upper Heyford have lodged an appeal to the Secretary of State for Communities and Local Government.
The appeal has been made after Cherwell District Council failed to make a decision on the North Oxfordshire Consortium's planning application within 16 weeks.
The appeal will be heard at a planning Inquiry at a date to be fixed.
