There is a simple solution to the use of the bus passes for early hospital appointments.
Why cannot the same approach be adopted, as in Newcastle-upon-Tyne and no doubt other places?
The patient shows the letter stating the appointment to the bus driver, confirming the need to use the pass at an early time. This can apply as early as 8am.
