Its research came after the #booktok hashtag amassed over 64.9 billion posts on the TikTok social media platform.
The research analysed areas across the UK on various factors including number of bookstores, literary festivals, books set in the location and number of authors who were born, lived, or worked there.
The factors were ranked and then given an overall average score.
Edinburgh came out on top, with Belfast and Manchester second and third and Oxford in fourth place.
But Oliver Mason, who runs Gulp Fiction bookstore, which opened earlier this year in the Covered Market, said Oxford perhaps deserved to be top.
He added: "Oxford is possibly the world's greatest literary city - that's why I'm here.

"People come here to find out more about the authors Lewis Carroll, CS Lewis, JRR Tolkien and Philip Pullman and then there is the Bodleian Library and the Story Museum.
"When visitors come to Oxford to find out more about these authors I would love them to visit our bookshop in the Covered Market."
Gulp Fiction sells new and secondhand books, and coffee and beer, making it one of the most relaxing destinations in the historic market.
It's the first time there has been a proper bookshop at the market since The Little Bookshop closed in 2003.
Oxford is renowned for the Blackwell's book chain, which has its flagship store in Broad Street.
