Drivers are being advised to allow extra time to go through Burford.
Temporary traffic lights halfway up Burford High Street are causing delays.
These are due to works by Scottish and Southern Power Distribution which are due to end on August 19 at 5pm.
Oxon Travel, an account run by Oxfordshire County Council, is warning of delays.
