Drivers have been warned to take extreme "care and caution" as they approach a set of 'faulty' traffic lights.
The lights on Oxford Road in Banbury are located at the junction with Farmfield Road, at the entrance to Sainsburys.
A spokesperson for Oxfordshire County Council's traffic team said the issue has been passed onto engineers who will investigate.
They urged drivers to "approach with extreme care and caution".
