A FLYTIPPER has been fined thousands of pounds after a caravan filled with rubbish was found dumped in a layby on the A420.

The caravan was discovered by the Vale of White Horse 'Envirocrime' officers in the Watchfield area on April 19.

They traced the number plates to an address in East Lothian in Scotland but soon realised they had been cloned and used as a decoy.

Police then started to rifle through the caravan and rubbish inside was soon traced to another address, this time in Swindon.

When officers went to confront the owner, he said that he had sold the caravan on Facebook in March.

They tracked down the new owner but this time he said he had asked a handy man, called Graham Perkins, to get rid of it.

Perkins initially denied any involvement at all, claiming he doesn't have a towbar to take the caravan away.

But investigators uncovered vital CCTV footage of his van with the caravan attached to the back of it.

Perkins, of The Circle, Swindon, appeared at Oxford Magistrates' Court on November 19 charged with a failure of duty of care.

He was ordered to pay a fine of £627, a victim surcharge of £63 and court costs of £1,647.74 - a total payment of £2,337.74.

The Facebook buyer was given a Fixed Penalty Notice and fined £300 in October for breaching his duty of care responsibilities by not checking Perkins had got rid of everything correctly.
