A man has been issued with a Criminal Behaviour Order (CBO) following a Thames Valley Police investigation on bike thefts in Oxford.

Antonio Marraffa, aged 25, was issued with a CBO at Oxford Magistrates’ Court on Wednesday (21/7) after pleading guilty to two counts of theft of a pedal cycle, one count of shoplifting and one count of handling stolen goods.

The CBO is in place for a period of three years and its conditions prohibit Marraffa from:

  • Enter or remain within the area as outline in the map (as below), except to attend any pre-arranged appointments as necessary.
  • Not to enter Oxford Train Station including the cycle racks unless with a valid ticket to travel.
  • Not to be in possession of a pedal cycle unless it has been properly registered with Thames Valley Police at Oxford police station by the Homeless Liaison Police Officer.
  • Not to be in possession of cycle lights, locks or any cycle parts unless accompanied with a valid receipt or other proof of ownership or being used for their intended purpose.
  • Not to be in possession of any tools or implements reasonable capable of damaging or destroying locks or removing parts from bicycles, when in a public place.
  • Not to be loitering within any cycle race except to lock/unlock his registered cycle.

He was also sentenced to 10 weeks imprisonment suspended for 12 months, and must complete a drug rehabilitation programme and pay £200 to each victim of bike theft.

On 29 April this year, Marraffa stole a pedal cycle from University College, High Street and then again on 7 June in Templars Square Shopping Centre.

On 24 March this year, he also stole food items to the value of £189 from Sainsburys in Park End Street.

Between 4 and 5 May this year, Marraffa dishonestly undertook/assisted in the retention, removal, disposal or realisation of stolen goods, namely a bicycle in East Street.

Investigating officer, PC Craig Finch, based at St Aldates police station, said: “This is an excellent result from the court that shows we will not tolerate bike crime in Oxford.

“Marraffa has caused a great deal of distress to many residents of Oxford and through this Criminal Behaviour Order, we are able to enforce and restrict his usage of bikes and offer him the support that is needed to stop him returning to crime.
