Transport planners at Oxfordshire County Council are tomorrow set to approve measures to change the face of Oxford's London Road in Headington.
County Hall wants to create a bus lane and cycle tracks - and introduce a 20mph limit as part of a £2.8m scheme to improve traffic flow. However, police claim it would be impossible to enforce a lower speed limit.
The proposed bus lane would run along the north side of Headington Road and London Road, between Gypsy Lane and Osler Road.
Experts want to introduce a 20mph zone from Pullens Lane to Headley Way.
Tony Currell, a Thames Valley Police traffic management officer, said: "A 20mph speed limit is unlikely to be effective without engineering measures or constant enforcement.
"Thames Valley Police has no structured enforcement regime for 20mph speed limits."
County council transport chief Steve Howell said: "A speed limit order has been promoted to support this aim."
