A WOMAN banned by the courts from getting naked in public, harassing people or going to a list of shops was back in the dock for breaching her criminal behaviour order.

Janet Millikin, 64, admitted banging on the windows of Citizens Advice Bureau and Abingdon Hospital, running across the road with a Waitrose trolley and harassing members of the public.

But Oxford magistrates let her walk from court with a curfew after they were told she suffered from poor mental health, was already on a court order to support her mental health and there was little more help the probation service could offer.

Prosecutor Liz Tweed said Millikin had been banging on the window of the Citizens Advice Bureau office in Abingdon on March 15, 2021, damaging a doorbell. She threatened a woman in the office, telling her: “I’ll smash you in the face.”

Later, she became angry when she was asked to leave Waitrose and started shouting abuse at staff. She ran from the shop at a woman who had been calling the police and struck her on the shoulder. 

Millikin then took a Waitrose trolley and ran with it into the road. Staff managed to get it from her. 

Ten days later, she breached the criminal behaviour order again by banging on the window of Abingdon hospital and swearing.  Ms Tweed said Millikin had also breached the order in November when she swore at neighbours, accosted a cyclist and ran across Ock Street, Abingdon.

Nawaz Khan, mitigating, described his client as a very troubled lady with complex mental health needs. She was remorseful.

Millikin, of Ock Street, Abingdon, pleaded guilty at an earlier hearing to breaching a criminal behaviour order, assault and criminal damage. She was sentenced to an eight week curfew. 

The criminal behaviour order remains in force. It prevents her from entering a number of shops, calling the emergency services unless in a genuine emergency, throwing furniture and other items in public, obstructing the highway, getting naked in public or causing members of the public harassment, alarm or distress.
