It is unclear why Thursday's meeting was cancelled.
The PC is meant to meet on the second Monday of the month to review planning applications and make recommendations to the Oxford City Council Planning Department.
Blackbird Leys is currently going under regeneration, which includes the building of at least 250 homes in the heart of Blackbird Leys.

There have been several issues with the regeneration in recent months.
Local Blackbird Leys residents have been particularly concerned that the new development would 'destroy' the Spindleberry nature park area.
Residents were given the opportunity to voice their concerns in November during virtual seminars with Oxford City Council and their partners Catalyst Housing.
The next full parish council meeting will take place on January 26.
