Plans for new roadside services including two restaurants, two drive-through restaurants, new shops and a three-storey hotel have been revealed.

The new roadside services could be built at the Milton Interchange just outside Didcot.

The new plans for the roadside development come after the original planning application which was made in 2015.

Mays Properties have proposed the facilities to be built on the land fronting A4130 between Milton Interchange and New Farm. Mays Properties are a family-owned company and they also own Fairacres retail park in Abingdon.

In the design and accesses statement completed by Thinking Buildings, architecture and project management company, it states that in recent years the land has been left derelict and unoccupied.

It also highlights that the site does not fall within a designated conservation area and does not contain any listed buildings or structures.

The planning application proposes two drive-through restaurants, shops and even a hotel to be built on the land off the A4130. During the key application process some concerns were raised including the layout and placement of the drive-through restaurants which has now been reconsidered.

However, the original planning application in 2015 was disputed by Oxfordshire County Council Highways. The objection was due to the concern of additional traffic in the area.

Oxfordshire County Council Highways objected and wrote: "In December 2016 modelling shows Milton Interchange reaching current capacity by 2021 with all planned development. This proposal is not the sole cause of this, and the modelling assumes a worst-case scenario in terms of uses. County Council can now plan for a solution to the capacity issues at Milton Interchange. In-kind mitigation of land safeguarding for pedestrian access from Milton Heights required, rather than financial contributions, to ease this proposals impact on the capacity of the A4130."

Milton Parish Council also objected with concerns about the increase in traffic and it also wanted more information.

In the new planning application landscaping has been carefully planned and there will be trees planted between the delivery area and the hotel and then footpath was carefully considered to maintain natural surveillance from the first and second floor accommodation.

The design and access statement states: “Design principles for the landscaping / planting scheme were developed further with the Landscape Architect to ensure enough space is given to planting corridors to provide a higher quality environment.”

Mays Properties have claimed to be a sustainably minded company with ambitions to lower its carbon footprint and the energy used.

In the sustainability section of the design and access statement it states: “The proposals have been developed with a view to integrate a clear and comprehensive drainage strategy (SUDS) with the use of a Sustainable Urban Drainage Corridor that independently drains the site. This allows for a far more sustainable development, allowing each part of the site to be developed independently with a common sustainable approach.”

The roadside development will have, as well as car parking facilities, cycle parking and footpaths.

The consultation period for the planning application for the roadside services started on March 18 and there are currently no objections to the plans.

The consultation period will end on April 8 and they are aiming to make a decision by June 15, 2020. The planning application can be found on the Vale of Whitehorse District Council website by searching for P20/V0657/RM.
