Siân Louise Parsons, the cat's owner, said in a public Facebook post: "This is probably the most heartbreaking post I’ve ever had to write but last night [Tuesday] my kitten Neo was killed up the Tree Estate, Brackley.
"He had his head cut off by someone. He was only 7 months old and didn’t deserve such an awful fate. I am completely broken right now.
"I want the person responsible caught so no one else has to suffer like this."
She shared a photo of the black cat, and urged anyone who saw anything to get in touch.
The post has been shared more than 900 times, including on the Pets Lost and Found Oxfordshire page.
In an update today, she added: "Thank you to everyone who has shared or commented with their condolences, it honestly means the world to me and my family that so many people care about my poor little man."
One person, commenting on the Oxfordshire post, said: "I'm so sorry this is horrible. What sick b*****d."
Another added: "Sick evil freaks."

Ms Parsons said she is confident the injury was not caused by a car or fox as a 'sharp implement was used'.
According to the RSPCA, cats are a common target for animal cruelty and the charity recued more cats than any other animal in 2018.
Earlier this week, the Oxford Mail reported on a cat losing its eye in Chadlington, West Oxfordshire, after it was shot in the face with an air rifle.
