The local plan sets out the authority’s ideas for the future of building in Oxford.
Now that part of the plan will be examined by government inspectors, who will decide if the city council’s plans to revive the stadium are legal and doable.
The city council's plan is to act as a 'facilitator' for a private company to bring the stadium back into use.

The council has already found a buyer who wants to take the stadium off the hands of its current landlord.
Businessman Nick Budimir wants to invest between Between £20-25 million to bring it into use.
Mr Budimir previewed his plans to bring the stadium back into use at a public meeting at the Chequers pub in Headington Quarry on Tuesday, November 26.
The local plan hearing takes place today from 10am at the King’s Centre, Osney Mead.
