THE developer behind a controversial new retirement village has said it will need to break council-ordered deadlines to sort out noise mitigation, landscaping and a biodiversity scheme.

Oakland Care has asked for more time to finish the elements of its new development on Grove Road, Wantage.

The plans for a 65-bed care home and 50 'extra care' flats previously prompted concerns from neighbours about height and traffic.

In a submission to the planning department at Vale of White Horse District Council the company said: "The works in relation to conditions 5, 9 and 12 are all elements that would be completed further into the project and at this stage we are still resolving the final sub/superstructures.

"Condition 5 – Hard and Soft Landscape – The hard landscaping has been developed but we need to firm up the soft landscaping, which will be procured approximately a year into the project.

"Condition 9 – Noise Mitigation – this condition refers to the M&E design, which is currently been developed but the final designs will not be completed for at least 6

months.

"Condition 12 – Biodiversity Enhancement Plan – This condition is linked to condition 5 as the enhancements will be connected to the planting schedules.

"In light of the above we are looking for the condition wording to be changed from prior to commencement or development taking place to say 'prior to commencement/installation of the specific works (i.e. mechanical plant, landscaping etc)."

The council will now decide whether to grant the extension in the coming weeks.
