AS the French say, plus ça change – plus c'est la même chose.

In May 1986, Oxford City Council announced its latest innovation for tackling the scourge of potholes – getting residents to write them a postcard.

The authority's Post-a-Pothole scheme was another attempt to get to grip with what we called 'the cyclist's nightmare'.

Oxford Mail reporter Dawn Doherty, pictured here filling in a complaint card, explained: "Officers want cyclists to use pre-paid postcards – distributed from council premises and bike shops – to let them know about potholes and other hazards.

Cycling officer Alan Diver told her: "We would regard the scheme as good value for money."
