Controversial plans to build a steel-framed multi-storey car park in Bicester look set to be approved today.

Cherwell District Council's planning officers have backed the scheme despite opposition from residents.

They said the "special circumstances" of the case - Bicester's need for extra parking spaces during the construction of its new £70m town centre - could override possible planning objections.

Officers also suggested a number of conditions, including a mini roundabout at the junction of Victoria Road and Launton Road.

And they said the upper deck of the 111-space car park should be closed between 7pm and 7am to deter troublemakers.

As well as a 25-signature petition from residents worried the car park will be noisy, ugly and attract extra traffic, the council's antisocial behaviour manager also raised concerns it would attract troublemakers.

Oxfordshire County Council said if the proposal was permanent it would not get its approval, but added it would not raise any objections because it was only temporary.

Norman Bolster, the district council's economic development and estates portfolio holder, said he sympathised with residents but the extra spaces were desperately needed.
