A FLASHER with a history of sexual offences is again behind bars after he exposed himself outside of a packed sports venue in central Oxford.

John Bustin, of no fixed abode, was jailed for 20 months at Oxford Crown Court yesterday for a single count of exposure and for breaching a criminal behaviour order, previously imposed for a similar offence.

The 51-year old, the court heard, has a long history of exposure and sexual offences and has 30 convictions dating back to the 1980s.

His latest offence happened outside Oxford Ice Rink in Oxpens Road on the afternoon of September 10.

A passerby outside the packed rink first spotted him with his fly unzipped and exposing himself in front of cars which lined the busy road.

The manager of the ice rink was called and on approaching Bustin found that he was in a drunken state.

When he approached him, Bustin fell into a wall before collapsing into a hedge, and the manager then called the police, who arrested him soon after.

The court heard he had long struggled with drug and alcohol addiction and had been homeless for several years.

Sentencing Bustin, Judge Zoe Smith said: “With families with children there you exposed your genitalia and it was clearly visible by persons around and in that area.

“This is a problem that has been with you for a long, long time and your convictions for this sort of behaviour date back to 1984 and have been continuous through to the present day.

“I accept this is behaviour you engage in when you have been drinking and you are addicted to drink and drugs but you will have to deal with these problems in order that this behaviour will stop, and it must stop.”
