A £12.2m budget and a freeze on council tax precepts for 2016/17 was agreed at a full council meeting tonight.
Leader of the Vale of White Horse District Council, Matthew Barber, said he was "very pleased' to be able to present the budget.
He said: "This budget is the fifth one I have presented to council and the sixth year in a row we are presenting a council tax freeze for our residents.
"It will stay at £116.69, keeping it one of the lowest in the county."
However Liberal Democrat councillors hoped to see £2m, which has been earmarked for a carparking review be spent on either video webcasting of council meetings or on paying for an officer to help advise and secure land for self building homes.
Cllr Emily Smith asked councillors whether they thought spending money on carparks was more important than affordable homes.
She said: "Given the huge pressure to increase the housing situation to be able to provide more affordable housing needs to be considered.
"Self build homes are between 20 and 40 per cent cheaper, of course there is more work for the home owener but I think a lot of people in the Vale would like to design and build their own home."
All Liberal Democrat councillors, apart from Dudley Hoddinott who voted against, abstained to vote on the budget.
