A stalwart of local government in west Oxfordshire, Keith Stone, died suddenly at the weekend.
He was 65, current chairman of the district council as well as a Conservative county and town councillor for Carterton where he lived with his wife Sheila.
Barry Norton, Tory group leader and election agent for Witney constituency, said today: "He was a truly lovely person, liked by everybody, and will be greatly missed by everyone who knew him."
Mr Stone was attending a fundraising St George's Day dinner in Witney on Saturday evening when it is understood he collapsed from a heart attack.
