Two Oxford city centre businesses have been handed their final warning after being fined for failing to manage trade waste for a second time.

Clothing store Top Shop, in Queen Street, and Colours Sports Bar, in St Ebbe's Street, have been given £100 fixed penalty fines after ignoring repeated warnings from Oxford City Council's team which cracks down on litter.

Top Shop was told by the council to stop blocking the pavement in Queen Street by leaving its bins out during day.

Meanwhile, Colours Sports Bar was ordered to stop excess waste spilling out of their bins and into the street.

Both businesses have now been told one more offence could lead to prosecution and possibly a £1,000 fine.

City council environmental health officer Ian Wright said: "If they do it again, then we will consider prosecuting - they have one more chance, in effect.

"If they do it again, they are sticking two fingers up to us."

The litter cops - or environmental enforcement officers as they are known - have the power to issue legally-binding notices requiring businesses to manage their waste properly.

If a breach of notice is witnessed, a fine can be issued and failure to pay the fixed penalty fine can result in a prosecution and a heftier £1,000 fine.

City councillor Jean Fooks, the executive member for a cleaner city, explained why the local authority was clamping down.

She said: "We're determined to make Oxford a cleaner city and improve the streets.

"We hope with a combination of education and enforcement we will achieve our goal."

Both Top Shop and Colours Sports Bar were contacted by the Oxford Mail, but declined to comment.

It is the second time the store and bar have been fined for littering on the street after first being punished early last month, following several warnings from the council.
