A 14-year-old today became one of the youngest people in the country on an antisocial behaviour order as police labelled him 'Bicester's biggest troublemaker'.

Nicholas Hendon, of Chalvey Road, Bicester, has been in trouble since he was 11 and police say he has been a ringleader of gangs of teenage yobs causing problems in the town.

Hendon, who was expelled from Bicester Community College about two years ago, was given a three-year Asbo, banning him from areas of Bicester, including the school, and from hanging out in groups of more than four people in public.

The Asbo was made at Banbury Youth Court after he was convicted and fined for threatening behaviour, breaking an electronic curfew and breaching the dispersal order in force in Bicester.

Pc Terry Paxton, antisocial behaviour co-ordinator for Bicester, said although Hendon was just 14, he had been a "pain in the neck".

He said: "He is well overdue for having an Asbo but you tend to forget he is 14. He could have had one a long time ago. I made a conscious effort to hold off and he has previously had three Acceptable Behaviour Contracts, which is unprece- dented.

"I don't think it's too young. The law says you know what you are doing at 10 and there's no way he doesn't know what he's doing. Every single condition you can see on his Asbo has a mountain of evidence to back it up.

"If someone asked me who the biggest troublemaker in Bicester was, I would have to say it was him by a street - not the worst criminal but he's an utter pain in the neck. He may have issues, but the public has the right to be protected."

Last night, neighbours in the Kings End area were happy he had been given the Asbo. A woman, who did not want to be named, said: "It doesn't surprise me. I find him very, very rude. He is not the sort that seems to have a conscience."

Hendon was fined £100 for the three criminal offences.
