More than 2,000 homes, businesses and traffic lights in Oxford and Abingdon were hit by a power cut on Saturday.
Power went down at 2.32pm, affecting 2,079 properties in Abingdon and Oxford city centre.
The outage included traffic lights at the junction of Abingdon Road and Speedwell Street, shoppers at the nearby Tesco Express told the Oxford Mail.
Power company SSE restored power to all properties by 3.36pm and apologised for the inconvenience.
The firm said the power cut was due to a fault with an underground cable.
Another 33 homes lost power in the village of Hardwick, near Bicester, between 2.51am and 11am.
