Two Lithuanian men arrested on suspicion of human trafficking operated in the city, it has been claimed.
They allegedly lured men to Britain to pose as charity workers, who were paid £2 a day to hand out leaflets.
It is claimed that they asked for donations of used clothes which they said would be given to the poor in Lithuania, but instead were sold for profit in Eastern Europe.
Speaking to The Sunday Times, one of the alleged victims said: “We had to be up at dawn to travel to Oxford to hand out the leaflets. In the evenings we would collect the clothes bags.”
Two men, aged 33 and 39, were arrested following police raids around Swindon and have been bailed on suspicion of trafficking a person into the UK and knowingly holding another person in slavery or servitude.
