A 12-year-old girl was indecently assaulted as she was walking along Woodstock Road in Oxford.
She noticed that a man was following and so stopped to tie her shoe lace to see if he would go past her. The man approached her, and put his hand up her skirt. The girl quickly ran off to raise the alarm.
The incident happened at about 4pm last Thursday and police only released details yesterday.
The man is 20-30 years old, white with very pale skin and skinny. He has shoulder length black hair, isn't very tall and wore round glasses and dark clothing.
Det Insp Simon Morton, of Oxford CID, said: "This man is quite distinctive and I appeal to anyone who may have seen him, knows him or saw the incident occur, to contact me straight away."
