Parents' views are being sought on plans for a new primary school which could spark a shake-up of catchment areas in Bicester.
Plans to build 500 houses on land next to Gavray Drive include proposals for a school to take pupils from the new estate.
Oxfordshire County Council believes the development would generate too many pupils to be accommodated by existing local schools.
And together with Cherwell District Council and housing developer Gallagher Estates, it has drawn up plans for a school which would include a nursery and foundation class.
Gallaghers has promised to fund the building of a six-classroom school, which is the council's minimum requirement. It would have places for about 180 pupils.
The consultation document is available at local schools and at www.oxfordshire.gov.uk/ consultation Education bosses said if the plans got the go-ahead, they expected the new school would open in January 2009.
