OXFORD property developer Martin Young has launched an appeal against Oxford City Council.
It means a government planning inspector will decide whether he can build three 1970s-style chalets in the grounds of 29 Old High Street. Mr Young claims the planning permission which was given 38 years ago is still valid and he is threatening to go ahead with the development.
