INTRODUCTION OF WAITING RESTRICTIONS, FREE PARKING PLACE AND ONE-WAY WORKING IN SOUTH LODGE AVENUE, MITCHAM

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 10 April 2018, made the above mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.


2. The general effect of the 'Free Parking Places' Order will be to introduce a free parking place for up to two vehicles operating between the hours of 10am and 4pm on Mondays to Fridays in the length of road specified in Schedule 1 to this Notice. Each period of parking will be limited to


a 30 minute maximum stay with a minimum period of 1 hour before the same vehicle can return to the parking place.
3. The general effect of the 'Waiting and Loading' Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for twenty minutes) will be prohibited in the lengths of road specified in:


(a) Schedule 1 to this notice, between the hours of 7am and 10am and between 4pm and 6pm, Mondays to Fridays;


(b) Schedule 2 to this notice, at any time.


4. The general effect of the 'Prescribed Route' Order will be to introduce one-way working in a generally south-east to north-west direction in the length of South Lodge Avenue adjacent to Nos. 1 to 32 Hill View.


5. A copy of the Orders, which will come into force on 16 April 2018, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.


6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

South Lodge Avenue, Mitcham, the south side, from a point 2.6 metres west of the common boundary of Nos. 30 and 32 South Lodge Avenue extending westward for a distance of 12 metres.
Schedule 2
South Lodge Avenue, Mitcham, in the length fronting Nos. 1 to 32 Hill View, the north-western, south-western and south-eastern sides of the island site.
South Lodge Avenue, Mitcham, in the length fronting Nos. 1 to 32 Hill View, at the western junction with the main arm of South Lodge Avenue, the south­west side, from that junction south-eastward for a distance of 5.4 metres.

INTRODUCTION OF VSW1 CONTROLLED PARKING ZONE
THE MERTON (PARKING PLACES) (VSW1) ORDER 2018 THE MERTON (WAITING AND LOADING RESTRICTION) (VSW1) ORDER 2018 THE MERTON (ELECTRIC VEHICLE RECHARGING POINT) (PARKING PLACES) (NO. 1) ORDER 2018 THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 220) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 10 April 2018, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.


2. The main effect of the Orders will be to introduce a controlled parking zone "VSW1" to include the roads or lengths of roads listed in Schedule 1 to this notice and in Copse Hill between its junction with Ridgway and the common boundary of Nos. 42 and 44 Copse Hill.


3. The general effect of the 'VSW1 Parking Places' Order will be to: -


(a) designate parking places that will operate Mondays to Fridays between the hours of 11 a.m. and 3p.m. inclusive in certain lengths of the roads listed in Schedule 1 to this Notice,


(b) specify that-


(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such
vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;
(ii) the parking places in the roads or lengths of roads listed in Schedules 2 and 3 to this Notice may also be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the "pay by phone" system. Motor cycles and vehicles displaying a "blue badge" will park free;
(Mi) the maximum parking period for which a vehicle, displaying a valid parking ticket or for which payment has been made using "pay by phone" may be left in a parking place in the length of road referred to in Schedule 2 during the permitted hours will be 5 hours with no return for 1 hour;
(iv) the maximum parking period for which a vehicle, displaying a valid parking ticket or for which payment has been made using "pay by phone" may be left in a parking place referred to in Schedule 3 during the permitted hours will be 2 hours with no return for 1 hour;


(v) the charge for parking in the parking places referred to in sub­paragraphs 3(b)(ii) to (iv) above will be one pound and twenty pence per hour (linear tariff of 10 pence for every 5 minutes, minimum payment 40 pence); any payment by phone will incur a supplementary 20 pence administration charge;


(vi) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in the lengths of roads specified in Schedule 1 to this Notice. Subject to sub-paragraphs (viii) to (x) below, the charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;


(vii) charges for other permits will be, subject to sub-paragraphs (viii) and (x) below, as follows: resident address permits


will charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months, annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit valid between 11am and 3pm Mondays to Fridays inclusive; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(viii) there may be an additional £25 charge for the administration of new permits issued and renewals of permits. This charge will be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a resident permit holder applies for a renewal within 4 weeks of the permit expiring;


(ix) an additional charge (diesel surcharge) will apply to resident, business, teacher and trade parking permits for all diesel vehicles. This will be phased in as follows:-


(i) £115 annual surcharge until 31 March 2019.


(ii) £150 annual surcharge from 1 April 2019.


Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;
(x) the resident parking permit charge for electric vehicles will be set at a discounted rate of £25 per annum and a reduction


of £40 per annum will apply to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.
4. The general effect of the 'Waiting and Loading' Order will be to introduce waiting restrictions operating "at any time" or between the hours of 11a.m. and 3p.m. Mondays to Fridays inclusive in the roads or lengths of roads listed in Schedule 1 to this notice.


5. The general effect of the above mentioned "Free Parking Places" Order will be to: -


(a) designate a parking place on the carriageway at the location listed in Schedule 4 to this Notice in which vehicles authorised by the Order may be left for any period without charge;


(b) provide that the parking place will operate at all times, unless otherwise stated;


(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;


(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.


6. The general effect of the 'Electric Vehicle Recharging Point Parking Places' Order will be to:-


(a) introduce an electric vehicle charging point parking place at the location specified in Schedule 5 to this Notice;


(b) specify that the charging point parking place referred to above will be available for electric vehicles only "at any time", without charge, provided that the vehicle is connected to the charging post via the recharging lead at all times while it is left at the recharging point. Electric vehicles left at a recharging point will be able to return at any


time.
7. Woodhayes Road, the west side, from a point 16 metres south of a point opposite the common boundary of properties Nos. 8E and 9 Woodhayes Road northward for a distance of 35 metres.

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
MANSEL ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane works in Mansel Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.


2. During the worksi­te) no person would cause or permit any vehicle to enter or proceed


in Mansel Road, SW19, between the south-western kerb-line of Wimbledon Hill Road a point 40 metres south-west of that kerb-line;
(b) no person would cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above; and


(c) any designated parking place situated in the length of road specified in paragraph 2(a) above would be suspended.


3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.


4. Vehicular traffic affected by the road closure should proceed via Wimbledon Hill Road and the mini-roundabout in High Street, Wimbledon, or via Raymond Road, Worple Road and Wimbledon Hill Road.


5. Nothing in the Order would apply to: -


(a) any vehicle being used in connection with the execution of the said works; or


(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or


(c) any vehicle being used for police, fire brigade or ambulance purposes.


6. Any vehicle waiting in contravention of any waiting prohibition imposed
