1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the 'Free Parking Places' Order would be to introduce a free parking place for up to two vehicles operating between the hours of 10am and 4pm on Mondays to Fridays in the length of road specified in Schedule 1 to this notice. Each period of parking would be limited to a 30 minute maximum stay with a minimum period of 1 hour before the same vehicle could return to the parking place.

3. The general effect of the 'Waiting and Loading' Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for twenty minutes) would be prohibited in the lengths of road specified in:

(a) Schedule 1 to this notice, between the hours of 7am and 10am and between the hours of 4pm and 6pm, Mondays to Fridays;

(b) Schedule 2 to this notice, at any time.

4. The general effect of the 'Prescribed Route' Order would be to introduce one-way working in a generally south-east to north-west direction in the length of South Lodge Avenue adjacent to Nos. 1 to 32 Hill View.

5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

6. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/HILLVIEW, no later than 6 April 2018.

Schedule 1
South Lodge Avenue, Mitcham, the south side, from a point 2.6 metres west of the common boundary of Nos. 30 and 32 South Lodge Avenue extending westward for a distance of 12 metres.
Schedule 2
South Lodge Avenue, Mitcham in the length fronting Nos. 1 to 32 Hill View, the north-east side which forms part of the island site.
South Lodge Avenue, Mitcham, in the length fronting Nos. 1 to 32 Hill View, at the western junction with the main arm of South Lodge Avenue, the south-west side, from its junction with Southlodge Avenue, south-eastward for a distance of 5.4 metres.
South Lodge Avenue, Mitcham, in the length fronting Nos. 1 to 32 Hill View, at the eastern junction with the main arm of South Lodge Avenue, the south-east side, south-westward for a distance of 7.8 metres.
LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 -SECTIONS 14(1) and 14(7) EASTFIELDS ROAD, GROVE ROAD AND SANDY LANE, CR4 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to facilitate level crossing upgrading works at the Eastfields Road level crossing and the resurfacing of the entire length of Eastfields Road, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road and suspend traffic restrictions in Sandy Lane.

2. Whilst the level crossing works take place no person would:-

(a) cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading a vehicle, in:

(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; or

(ii) Grove Road, from its junction with Eastfields Road south­eastward for a distance of 10 metres; or

(b) enter or proceed on foot in the lengths of road described in sub­paragraphs 2(a)(i) and (ii) above.

3. Whilst the resurfacing works in Eastfields Road take place:-

(a) no person would cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading a vehicle,
in Eastfields Road, between its junction with Grove Road and its junction with Lansdell Road; and
(b) the one-way in Sandy Lane at its junction with Edgehill Road would be suspended to allow two-way traffic, and

(c) the fire access gate in Sandy Lane at its junction with Slade Way would be opened to allow vehicular traffic.

4. The prohibitions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.

6. Alternative routes for diverted traffic during works would be as follows:

(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;

(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;

(c) for pedestrians, via the adjacent footbridge.

7. During the resurfacing works local residential traffic would be diverted using Roper Way, Guyatt Gardens, Ormerod Gardens, Sandy Lane and Streatham Road.

8. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

9. Nothing in paragraph 2(b) above would apply to persons connected with the execution of the works.

10. The Order would apply from 10pm on Friday 29th March 2018 until 5am on Tuesday 3rd April 2018 during which the level crossing works are anticipated to be undertaken. The resurfacing works are expected to be undertaken between the hours of 8am and 10pm on Sunday 1 April 2018 and Monday 2 April 2018.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, SW20 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to facilitate structural surveys and associated works at the railway bridge over West Barnes Lane, SW20, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Subject to paragraphs 3, 5 and 7, whilst the works take place no person will:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point opposite the southern boundary of No. 39 West Barnes Lane and a point opposite the north-eastern building wall of Nos. 28 to 30 West Barnes Lane;

(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for diverted vehicular traffic will be via West Barnes Lane, Burlington Road, High Street, New Maiden, Coombe Road, Traps Lane, Coombe Lane West, Coombe Lane Flyover, Coombe Lane or vice versa.

5. It is anticipated that one footway will remain open to pedestrian traffic during the works and pedestrians affected by the closure of one footway should proceed via the adjacent footway.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

8. The Order will come into operation at 10pm on Monday 19th March 2018 and remain in force until 6am on Saturday 24th March 2018. It is anticipated that the works will take place overnight between

10.00pm on 19th March 2018 and 6am on 20th March 2018 and over the following 4 nights between 10pm and 6am the next day or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
HERBERT ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations in Herbert Road they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works no person will:-

(a) cause or permit any vehicle to enter, proceed or wait (including for the purpose of loading or unloading any vehicle) in Herbert Road, between the common boundary of St Andrew's Church, Herbert Road and No. 44 Herbert Road and a point in line with the south­east facing building wall of Nos. 55 and 57 Herbert Road; or

(b) enter or proceed in the north-eastern footway of the length of road specified in sub-paragraph 2(a) above.

3. Any designated parking place, (including the disabled parking place) situated in the length of Herbert Road specified in sub-paragraph 2(a) above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrian access to properties adjacent to the restricted length of road or at the cul-de-sac end of Herbert Road will be maintained insofar as access is reasonably practicable without interference with the said works.

6. Pedestrians affected by the footway closure should proceed via the adjacent footway.

7. Herbert Road is a cul-de-sac and a diversion route for vehicular traffic is not required.

8. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order will come into force on Tuesday 27 March 2018 and it is anticipated that works will be completed that day. However, the Order will remain in force for two weeks should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
TYNEMOUTH ROAD, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate the laying of a new water supply in Tynemouth Road, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to wait, including for the purposes of loading or unloading that vehicle, in Tynemouth Road, Mitcham, the north-west side, between the common boundary of Nos. 57/59 and 61/63 Tynemouth Road, Mitcham and the common boundary of Nos. 71/73 and 75/77 Tynemouth Road, Mitcham.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. The Order would come into operation on Monday 9th April 2018 and it is anticipated that the works would be completed within 4 days. However, the Order would remain in force until 8th June 2018 should further works be required.
