NOTICE IS HEREBY GIVEN that Oxfordshire County Council proposes to make the above Orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The following Oxfordshire County Council base orders will be further amended accordingly: The (Central Area, Oxford) (Controlled Parking Zone and Waiting Restrictions) Order 2011 and the (The City of Oxford (Central Area) (Traffic Management) (Consolidation) Order 2003.
The orders are in response to current and future major developments in the city and to ensure safe and efficient movement of all modes of transport whilst allowing for loading and the need to provide bus stops at convenient locations. The effect of the orders is as follows.
(a) North side-Provision of 24/7 loading bay, from a point 5 metres west ofTurl Street, westwards for 15 metres (in place of the following);
(b) Removal of loading bay 40 metres west ofTurl Street westwards for its entire length of 40 metres to enable extension of bus stop outside Covered Market;
(c) South side-Provision of new 24/7 loading bay, from a point 17 metres west of King Edwards Street, westwards for 17 metres.
High Street & St Aldates:
Both sides - Clearway, i.e. No waiting / loading / stopping at any time between 12 noon and 8pm from a point in High Street 35 metres west of King Edwards Street to Carfax and southwards to a point in St Aldates 18 metres south of Pembroke Square, a total distance of approximately 380 metres.There will be Bus Stops within this clearway and marked loading bays but no other stopping permitted, including for Disabled Person vehicles and taxis.
Worcester Street crossroads with George Street and Hythe Bridge Street:
access and turnings to be reconfigured.
No motor vehicles to travel in either direction between Worcester Street north and Worcester Street south (adjacent to car park) except local buses. Taxis and access for deliveries etc.prohibited.
Motor vehicles except Local Buses will also be prohibited to make a left turn from Worcester Street (south) westwards into Hythe Bridge Street; and similarly left turn except Local Buses also prohibited from Worcester Street (north) eastwards into George Street. The through route will be Hythe Bridge Street and Worcester Street north, and any vehicle requiring access to George Street for deliveries etc. will access via Park End Street and Worcester Street south.There will be no access from Hythe Bridge Street. Cyclists' movements will not be restricted by any of these changes. Pedestrian crossing facilities and traffic light configuration will be upgraded, a cycle refuge provided in Worcester Street north, and a central pedestrian/cycle refuge provided in Worcester Street.
3. OXFORDSHIRE COUNTY COUNCIL (OXFORD CENTRAL
AREA) (TRAFFIC MANAGEMENT) (EXPERIMENTAL)
Prohibition of Local Buses:
Subject to the above proposals being implemented, it will be the Council's intention to introduce an Experimental Order for Queen Street to take effect at the same time.This Experimental order would prohibit the use of through traffic, including Local Buses and Taxis, from Queen Street at all times, with the aim of pedestrianizing the area during its busiest time.
No cycling and no loading from 10am to 6pm will remain, with no change to permitted cycling west of St Ebbes/New Inn Hall Street junction. Should the Experimental order be made there will be a period of 6 months for comments to be received during which time its effects will be considered. Cornmarket Street
Taxis currently using the rank at the Carfax end of Queen Street will be moved to the Carfax end of Cornmarket for use between 6pm and 10am 7 days per week.They will be required to use Carfax access only and not proceed along Cornmarket. A 50 metre length of road will be permitted for turning.
Other current exemptions to Queen Street access restrictions will remain including for emergency service vehicles The current provision for blue badge holders to access Cornmarket from the south will be removed.
OXFORD CITY, PROPOSED ZEBRA AND PUFFIN CROSSINGS:
1. WORCESTER STREET JUNCTION WITH NEW ROAD & PARK END STREET
2. WORCESTER STREET JUNCTION WITH HYTHE BRIDGE STREET & GEORGE STREET
3. ST ALDATES JUNCTION WITH SPEEDWELL STREET
NOTICE IS HEREBY GIVEN that under the RoadTraffic RegulationAct 1984 Oxfordshire County Council also proposes as a result of wider proposals for traffic management in Oxford city centre to remove the traffic signals at the above junctions and to provide the following new crossings in place of the signalled crossing points:
1.Worcester Street / New Road / Park End Street junction:
a) New Road - a Zebra crossing approximately 5 metres east ofWorcester Street
b) Park End Street - a Zebra crossing approximately 40 metres west ofTidmarsh Lane
c) Worcester Street - a Zebra crossing approximately 5 metres north of New Road/ Park End Street
2.Worcester Street/George Street/Hythe Bridge Street junction:
a) Worcester Street - a Puffin crossing approximately 5 metres north of George Street/ Hythe Bridge Street 3. St Aldates/Speedwell Street junction:
a) St Aldates - a Zebra crossing approximately 20 metres north of Speedwell Street
b) Speedwell Street - a Zebra crossing approximately 5 metres west of St Aldates.
