Vale Of White Horse District Council (Civil Enforcement Off-Street Parking Places)(No.1) Order 2022
And Vale Of White Horse District Council (Civil Enforcement Off-Street Parking Places Rye Farm And Hales Meadow) (No.2) Order 2022
NOTICE IS HEREBY GIVEN that the Vale of White Horse District Council (the Council) proposes to make the above Orders under Sections 32, 33(4) and 35 of
the Road Traffic Regulation Act 1984 (the Act), Part III of Schedule 9 of the Act and the Traffic Management Act 2004, and in respect of the No.2 Order
2022, having been delegated functions under Section 101 of the Local Government Act 1972 and Section 19 of the Local Government Act 2000. The effect
of which will be to introduce civil parking enforcement, regulate the use of and set the tariff of charges to be made at the Council’s off-street car parks.
The Order contains various provisions concerning enforcement with regard to the operation of the car parks and enforcement in relation to payment of
charges and other conditions of use.
The Council proposes:
a) to revoke The Vale of White Horse District Council (Off-Street Parking Places)(No.1) Order 2021 and The Vale of White Horse District Council (Off-Street
Parking Places)(No.2) Order 2021
b) to make the Vale of White Horse District Council (Civil Enforcement Off-Street Parking Places)(No.1) Order 2022 and The Vale of White Horse District
Council (Civil Enforcement Off-Street Parking Places Rye Farm and Hales Meadow)(No.2) Order 2022;
c) to introduce a civil parking enforcement scheme under the Traffic Management Act 2004 in all car parks operated by the Council following the making of
The Civil Enforcement of Parking Contraventions Designation Order 2021 (SI 2021 No.1125) which covers the districts of the Vale of White Horse and
South Oxfordshire;
d) to introduce Penalty Charge Notices (PCN) as a means of enforcement. A PCN will replace the existing Excess Charge Notice. The level of the PCN is
set by legislation and there are higher and lower amounts depending upon the infringement.
The proposed changes and other conditions of use of the car parks are set out in the Schedule below. These changes are more particularly described in the
draft proposed Order, which along with a statement of the Council’s reasons for proposing to make the Order, will be available for inspection at the Council
office at 135 Eastern Avenue, Milton Park, Milton, Oxfordshire, OX14 4SB, between 9:30 a.m. and 12:30 p.m. and 1:30 p.m. and 4:00 p.m. Monday to
