(OXFORD, CHURCH COWLEY AREA) (EXPERIMENTAL TRAFFIC MANAGEMENT) ORDER 2021

NOTICE IS HEREBY GIVEN that on 15 February 2020 Oxfordshire County Council made the above experimental order under the Road Traffic Regulation Act 1984, as amended by the Traffic Orders Procedure (Coronavirus) (Amendment) (England) Regulations 2020. The program is to introduce three Low Traffic Neighbourhoods (LTN's) in the Church Cowley, Florence Park and Temple Cowley areas of Oxford. These aim to prevent [notarised through-traffic so as to calm the residential areas, thereby encouraging active, healthy and sustainable forms of travel. The effect of this first order for Church Cowley, which comes into force on 1 March 2021 is to place signage and bollards or 'planters' (large wooden planted boxes) as Traffic Filters at the following locations to prevent 'rat-run' traffic:

This Experimental Order will come into force on 1 March and will remain in force for a maximum period of 18 months. If the provisions of this experimental Order are made permanent the measures will be incorporated into The City of Oxford (Various Streets Cowley) (Traffic Regulation) Consolidation Order 1997 (as amended) which will be further amended accordingly.

The order contains provisions allowing the Director for Communities/Infrastructure Development to modify or suspend the Order or any provisions of the Order (if appropriate) in accordance with Section 10(2) of the Road Traffic Regulation Act 1984.

The Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely. Any person may object to the making of an order for the purposes of such indefinite continuation within a period of 6 months (a) beginning with the day on which the experimental Order comes into force (1 March) or (b) if that Order is varied by any order made by the Council or modified by the Director for Communities/ Infrastructure Delivery of the Council pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification comes into force. If you wish to question the validity of the Experimental Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within 6 weeks from 15 February 2021 apply to the High Court for this purpose.
