It would be common sense for cycle distributers in the future to add £20 to the price of a cycle and fit a set of lights before selling them.

As for the present, you can buy a set of flashing lights for under £20. For the police to stop an offender, issue a £50 fine, then waive that if the offender reports to the station with lights and receipt is no deterrent.

Neil Boston, November 11, suggested impounding the offender’s cycle. That I believe would be a good deterrent. I would go further – leave the £50 fine on, on top of that pay the cost of transporting the cycle and storage until collected. The cost of that against a set of lights is a good deterrent.

Should the cycle not be collected by a given time, then it should be scrapped or sold on depending on the condition of the cycle, the money then paying the cost of transporting and storage. It would then be in the cycle owner’s court, (buy a set of lights) or be faced with that expense.

Another line of thought, is your life worth less than £20?
