Two penalties from Joe Todd earned Oxford Harlequins a 6-3 victory at Witney and the OBB Under 17 Division C title.
Quins now advance to a national play-off.
Banbury Under 11s secured two comfortable wins at Oxford Harlequins.
Tries from captain Jack Briggs (2), Jake Anderson and Caleb Shepherd, all converted by Jack Taylor, earned Banbury a 28-7 victory in match one.
The second match finished 35-0 to Banbury with Alfie Wardle (2), Anderson (2) and Shane Allen bagging tries. Taylor converted all five efforts.
