CONCERNS about how a bank account was managed by Carterton Mayor Lynn Little are set to be passed to police for further investigation.

Carterton Town Council clerk, Ron Spurs, revealed that he will pass matters concerning the 'Mayor's allowance account' – a council bank account run by Mrs Little – on to Thames Valley Police.

It follows an independent audit of the account that was initiated by Mr Spurs after he grew concerned about the way it was being managed, as reported in the Oxford Mail last month.

At a meeting of the council on Tuesday, Mr Spurs was asked for an update on the audit into the allowance account.

He said he had received a report from the auditor and that ‘matters had arisen’ that were going to be referred to police.

When he initiated the audit, Mr Spurs wrote to the independent auditor stating the account was formerly managed by council staff but that Mrs Little, after becoming mayor, took total control and is now the only signatory.

Among the concerns raised with the auditor was a payment of £4,000 to ‘Ted Little’s Veteran’s Home’.

Mr Spurs told the auditor the home is not registered with the Charity Commission and that the council has not been informed about its governance, or charitable objectives.

Another concern related to 15 tickets for a St George’s Day dinner earlier this year.

The tickets – which should have cost £40 – were allegedly given for free to Mrs Little’s relatives, members of the RAF, representatives from two companies and the ‘wife of a local celebrity’.

Town council officers were not involved in the decisions regarding free tickets.

The Oxford Mail also understands that Mr Spurs has also submitted a grievance complaint against Mrs Little and councillors Mick Brennan and Phil Scott.

There is no suggestion that Mr Scott or Mr Brennan were involved with the operation of the bank account or the tickets.

The audit of the account followed a complaint lodged against Mrs Little and Mr Scott in which Mr Spurs raised a number of concerns over the behaviour of the two councillors.

Mrs Little declined to comment when she was approached following Tuesday’s meeting.
