Regarding this story: imposed celibacy is counterproductive. Rome accepts married ex-CofE clergy, so should allow all of its priests to marry (as was once done). This wouldn't stop abuse entirely, but might well reduce it, as it would end an unnatural practice: celibacy.

(But those who choose celibacy for themselves merit respect, too. Quite a different matter from imposed celibacy.)

Maybe for the general population although i'd say more than made up for by the extra freedoms, sex offenders however, because their kept away from the rest of the inmates they get extras, not available to the main population.

Regarding this story? Did you even read it? Because if you did how could you be stupid enough to think marring would stop same sex crime? Btw: very good spiritual reasons exist for celibacy, its not forced celibacy its part of a priests vows.
