A PIZZA delivery driver has been fined after dumping three wardrobes and a cupboard in Abingdon.

Jaroslaw Czynsz, 41, of Wildmoor Gate, Abingdon, abandoned the furniture at the Peachcroft recycling bin site in two incidents in September.

The Domino’s Pizza worker appeared at Oxford Magistrates’ Court and pleaded guilty to two counts of fly-tipping.

He was fined £65 for each offence and ordered to pay £100 in costs.

A witness reported the crime to Vale of White Horse District Council and Czynsz admitted the crimes in an interview with the council’s environmental warden through an interpreter.

He said he had seen other people dump their rubbish at the site and did not realise it was an offence.

Roger Cox, deputy leader of Vale of White Horse District Council, said: “This case highlights the importance of disposing of your waste correctly. You have a duty of care to dispose of waste, whether you do it yourself, or you have asked someone to do it for you.

“Mr Czynsz could have saved a lot of time and money if he had just taken his waste to the Drayton tip.

“Ignorance will not remove you from prosecution as fly-tipping can be hazardous, and the cost of clearing falls to the taxpayer.”

.......It's hardly fly-tipping, why didn't they just speak to the guy and point out his error, taking this to court was a huge waste of time and money.

Being Polish he probably though he was doing nothing wrong by dumping it by the recycling site. Most fly-boys dump it in beauty spots. And as for the rest having their sly wee racist digs you should be ashamed of yourselfs.

Any household items, including furniture, so long as it's in good working condition (or VERY easy to fix, with all parts present), can be offered FoC to Emmaus, who often collect.

Agree entirely. He deserved a warning 1st. If he then repeated this again, after, then fair play.

He was relying on common sense, making a fair assumption, even allowing for vague signs. Many non-natives would think that "fly tipping" involves building rubble, not old domestic furniture, and on most of the continent, such items as his are taken to collective waste areas like this legitimately, for removal.

In most EU countries such items are collected from such places as part of the service we ALL pay for, and do so here in the UK far over the odds, via our extortionate, dire value for money Council Tax.

I'd like to see real competition along Spanish lines and the whole operation carried out better and more cheaply, as happens at many basuras on their urbanizaciónes.

Sack all bar 1 manager at the town depot, and at town hall level, rip out every tier of superfluous management. Do it carefully and well, we hope permanently.

This case sounds unfair and is a small part of the solution to tackling REAL waste in our municipalities.

I wonder if he would have done that in his native country?. He pleaded ignorance, but in his country he would have been executed by the Stasi for such a crime. surely he realised that it is a crime here too, much the same as dumping used Domino's Pi za Boxes. LPM, not been to Poland yet, which I hope to rectify, but if it's like the rest of the mainland, it's likely that that is what he'd legitimately do over there. We are the ones with the unsightliest and costliest waste disposal at street level that I know of in Europe.

He didn't dump stuff in some field gate or hedgerow, but took it to a waste disposal area. Yes, he got the wrong idea, but an initial warning looks to be in order, here. After that, fine any further infraction.

Elsewhere recycling centres do exactly that, it is us, the British, and our pick and choosy councils that lag behind our counter parts from mainland Europe who re cycle everything at such locations, not, get in your car and travel yet another lord knows how many miles, because we the British have our heads in a dark place and as usual we are far from efficient in such matters. Its about time instead of playing at recycling we actually got serious and did it properly, and councils should start doing what they are supposed to do, SERVE THE PUBLIC, instead of persecuting them, meanwhile Bob the builder dumps lorry loads of stuff here and there and gets away with it, and we the British call this justice, for pities sake people WAKE UP.

Wholeheartedly agree with those saying we're years behind our European counterparts, where recycling is concerned.
I was first introduced to recycling in Germany, in 1986 (although I do remember collecting milk bottle tops for recycling years before).
We had 2 wheelie bins initially, one for general waste, one for plastic & tins, and shortly after they introduced food & garden waste composting too, in a 3rd wheelie bin (with composting worms supplied).
You may have noticed, no mention of paper, cardboard or glass. This was because there were huge bins for these all over the place, usually within half a mile in every direction.
In addition to that, there were recycling points for oil, shoes & clothing too, but they weren't as plentiful as the others, but still positioned in lay-bys, at regular intervals around the town.
There were even smaller bins attached to lampposts within walking distance, for batteries.
We are so behind the times, and now Councils want to restrict access to the few recycling centres we do have, somebody needs to wake up and smell the coffee.

I'm hoping he also had to foot the bill for an interpreter!

Ignorance is absolutely no excuse. If he didn't know what to do with his furniture, he needed to ASK, and if he didn't understand, he needed to take someone with him that spoke English.

I really don't see the point of living in a country when you don't speak the language, or why we tolerate it.

I felt moved to comment (for the first time ever) at appeals for leniency on this guy. I drive through Wildmoor Gate every day and this guys's property is an eyesore. Shopping trolleys, pizza boxes, traffic cones. He's clearly not mis-informed, just unable to clear up after himself and respect the neighbourhood and Abingdon. Numerous complaints to the council haven't helped, maybe this financial wake-up call will.

Lady Penelopee (double E Pen), ignorance of the law may not be a defence, and his actions are not condoned - although he should 1st have been warned -but our last despotic Labour govt. DOUBLED in 13 years the total number of criminal offences created since Domesday. If this man now has a record like other innocents or ignorants who filled their bins beyond the rim so the lid couldn't fully close, while many MPs got off with real crimes scot-free, that's a tad draconian.

The bigger problem remains our often shoddy waste collection services, absurdly inflated Council Tax, and massive cost and waste in town halls that are overstaffed with managerial clerks who perform inessential roles at too high a price. Council Tax has doubled, or more, since 1997, yet services for the money extorted declined. Clerks (CEOs included) are overpaid and often underaccountable to elected members who have rings run round them by frequently uncivil servants.

If what Mudlark2 claims is correct, has Mr Czynsz now tidied his own precincts, or not?

I for one am glad I wont be around in the next 40+ years as this country will not be as we once loved and cared for.

We are be dragged down by third world mind set that knows no different.

These Eastern Europeans have messed up their own country and slowly they are turning this country into what they left behind to come here!!

How ignorant can the BRITISH public be? Where exactly does it say in this article that the guy is Polish?
If all the eastern Europeans up and leave who will fill their jobs and pay their tax? Certainly not the BRITISH public who can’t be bothered to go to work!
Why do you think it is acceptable to slate him just because he is Polish? In Poland you pay £120.00 per year council tax. Twice a year you are allowed to put out as much rubbish as you like no matter what it is and the bin men take it away!

I think it’s perfectly acceptable that he was fined however all of you that jumped on all us POLES need to get your facts right!
FYI Ab boy –we have a duty to look after those who have less mental capacity and wouldn’t want to inflict your stupidity on another country best you stay put!
